Mike Downey is described as a man of passion. Over the past 30 years, Mike has helped thousands of men and women in 64 nations develop their God-given talents as leaders. Prior to starting Strategic Impact, Mike served as Founder and President of Global Missions Fellowship, an international church-planting organization that planted over 3000 new churches in those 64 nations. Beginning in 1987, he led a team of more than 200 Staff Missionaries to help reach the lost on all 6 continents with the message of Christ, and equip emerging leaders in those countries with effective leadership skills. He has served on the Board of Directors for Global Advance, an international Leadership Development organization and Reconciliation Outreach, an inner city mission that ministers to the poor. Mike formerly served on the Board of Six Pillars Partners, a private equity firm, and is active in inner city ministry to low income families through Behind Every Door. Mike now brings passionate leadership to Strategic Impact to help equip a new generation of men and women with the leadership tools needed to make an impact in the 21st century.
Floyd VanDeburgh Vice President of Leader Development Latin America Director
Floyd VanDeburgh grew up in a small community in western Oklahoma and met Jesus Christ as his personal Savior while he was a student at the University of Oklahoma Floyd served on the staff of Campus Crusade for Christ for four years and then attended Dallas Theological Seminary where he received his Master of Theology degree. Floyd served as an Associate Pastor in Dallas and then became the Founding Pastor of Fellowship Bible Church in Columbia, South Carolina, where he served for 23 years before joining the staff of Strategic Impact. As a pastor, Floyd began participating in short term missions trips in 1987 and has led members from his own and many other churches in the U.S. on church planting campaigns to countries in central and South America, Africa, and Asia. Through this ministry, thousands of people have made professions of faith in Christ and scores of new churches and cell groups have been established. He has conducted leadership training conferences and seminars for existing and emerging international pastors in these places as well. Floyd’s passion and pursuit is to equip and train multiplying national pastors and leaders in every major region of the world to launch church planting movements to take the Gospel to every person on the planet. Floyd and Sharon, his faithful wife and loving partner in life and ministry, have four grown children and reside in Jackson, Mississippi. In addition to his international missions ministry, he sustains a ministry of personal evangelism and discipleship, serves churches in their outreach and missions efforts and enjoys the outdoors, horses and dogs.
Dustin L. McCarty Director of Operations (Acting) Director of Discipleship & Special Projects
Dustin McCarty grew up in the rural farming community of Hennessey, Oklahoma. He trusted Christ after hearing the Gospel through a children's ministry. A few years later, Dustin had the opportunity to participate in his first missions experience in Chihuahua, Mexico, where many souls were won to the Lord, and the team he was with "accidentally" planted a church. This brief international experience planted seeds for future cross-cultural experiences and ministry. After graduating from Oklahoma State University and teaching school in Texas for a few years, Dustin entered business and found strong success in business growth - eventually as Vice President of Business Development in a small mortgage investment firm. And then came the call to occupational ministry. In 2004, Dustin became the first full-time staff of Strategic Impact, as Director. Since that time, he has overseen and taught leadership training conferences, and served fellow pastors in 16 nations on 5 continents. But at the root, Dustin is a discipler of men, and it is his joy to develop relationships with Pastors and Church Leaders in various cultures and help them grow in vision, character, and the ministry of reaching the lost throughout their communities, cities, nations, and world! Dustin was ordained through his local church, Denton Community Church, where he serves as Pastor of Community Outreach. He also invests in the next generation of leaders by teaching Missions Geography at Denton Calvary Academy. Dustin, his beautiful wife Tracy, and their four sweet daughters, Dakota, Trinity, Remington, and Sierra currently reside in Denton, Texas.

Bill & Pamela Mitchell
Bill Mitchell is a native of Columbia, South Carolina and has served since 1995 as founding Pastor of Chapin Fellowship Church. He is a devoted husband, father and grandfather, as well as an independent businessman. Bill has dedicated himself to bringing the good news to all people near and far. Home, the market place, a small town and the ends of the earth are all within reach of God’s grace simultaneously. Most recently God has given Bill unprecedented opportunities to have an impact globally with Strategic Impact, and Bill has faithfully stepped into overseeing the growing work throughout Mexico and Central America. “May His kingdom come!”
Omar Pina Director, Latin America Region
Omar Pina was born in Venezuela in 1960 and has continued to reside there his entire life. He and his lovely wife, Ana have three children. Two adult sons who are both now married, Omar, Jr. and Moises; and one teenaged daughter, Mariana, who continues to live with them at home. Omar graduated from college in 1982 with a degree in Electrical Engineering. He went on to work for several different companies in the telecommunications industry, and held various roles in technical departments. Though Omar has never received theological training through a seminary, he has been discipled and thoroughly trained through the churches he has been involved with. He began serving as an Elder in their church in 1998, and has continued in that leadership role. Additionally, in 2001, Omar was invited to join the staff of Global Missions Fellowship as National Director of Venezuela. He currently serves as the Director of Latin America for Strategic Impact, and has already extended the reach of Strategic Impact into 7 different Latin American nations, seeing many churches planted and thousands of people come to faith... all branching from his base of Venezuela. Omar’s vision is stimulating the church in Latin America toward establishing a Movement of Multiplying leaders - making multiplying disciples to plant multiplying churches in his own region, and then expanding that movement to other nations of the world by sending out Latin American missionaries.
Sainet Phiri Director, Sub-Saharan Africa Region
Sainet Phiri is the fourth born in a family of Ten (10), all born from the late Mr. and Mrs. Daniel and Ruth Phiri. He was born in Lusaka, Zambia in March,1967. He is happily married to Eunice, and they have three children - Joshua, Jonathan and the little princess Joanna. Together he calls them “The Triple Js”. Sainet came to know the Lord while in Grade 7 of school. At an early stage of his Christian walk, Sainet felt a clear calling to serve the Lord in full-time ministry. Upon completing high school, Sainet planned to go to Bible college immediately, however, he was advised to wait. While waiting, he remained faithful in his ministry work of Youth Leader, Usher, Church Translator, and Cell Group Leader as well as assisting his Evangelist Pastor with crusades and preaching the Gospel. During this time, Sainet also earned a Diploma in Marketing through the Chartered Institute of Marketing, and worked as a 6th-grade teacher and an Advertising Agent. With the blessing of his Pastor, Sainet completed his theological training at Christian Vocation and Training Centre with a Diploma in Theology and Church Planting. He worked as as a volunteer for over three years with Global Missions Fellowship [GMF], through which many churches were planted including 13 in the Northern Province of Zambia and 6 in the Itezi Tezi region of Western Zambia. He is presently pastoring East Gate Revival Centre in Bauleni, which was planted under GMF. There, God is using Sainet to build a great army of the Lord that will be used in bringing in their share of the HARVEST to the Kingdom. Sainet serves as the Director of Sub-Saharan Africa for Strategic Impact. Regarding the work of SI, he has stated, “From its inception, Strategic Impact has brought great blessings to this part of the world. We have planted more than 40 Churches in Tanzania, Malawi, Zimbabwe and Zambia with well over a thousand souls coming to salvation. With the current strategy of opening the School of Multiplying Leaders, we have seen a more effective approach to reaching Africa with the Gospel. The school has been an excellent tool in allowing for the domestication of the VISION of Church Planting. Currently we have over 200 leaders attending the School of Multiplying Leaders which results in over 800 people per month receiving a clear presentation of the Gospel by our students.” Sainet’s vision is to see the gospel been preached everywhere, with the focus of preparing the saints for the work of the ministry and sending them out as arrows fired by a skilled archer. “Preparing the saints for the work of the ministry is my cry until the Gospel goes to the ends of the world.” Amen!
Dr. Israel Wandamba Assistant Director, Sub-Saharan Africa Region Director, Tanzania
Dr. Israel Wandamba
Dr. Israel Wandamba was saved when he was a teenager. Due to the hardship which his mother went through, she solemnly vowed that if God gave her a child then she was going to dedicate him to the Lord. That pledge has been fulfilled for her child is full time passionately reaching out and touching lives through his vibrant prophetic teachings, radio ministry, youth workshops, writing books, leadership training and planting churches. Before entering into full time ministry, Israel worked in several firms as an electrical technician and received several promotions in that field. During that time he was involved in leading weekly overnight prayer meetings conducted in homes. Thereafter he became one of the founder members and the first director of Shalom Evangelistic Ministries. After his experience there, he felt that he could no longer resist the compelling call laid upon his life to serve God, he resigned from his job and ventured into the life of faith by going to the missions-oriented Bible College called Christian Vocation Training Centre where he studied Theology and World Missions together with his wife in Lusaka, Zambia. After the college he planted a church in Tandika, Tanzania under Restoration Bible Church. After a period of time the Lord spoke to him to launch his own ministry (Potter’s House Ministries where he is serving as a presiding Bishop). From that time the Lord has been opening doors for him to minister in different nations and to be a blessing to the body of Christ. Dr. Israel Wandamba earned his Master’s degree in Theology and Doctorate of Divinity from New World Dunamis International University of South Africa. Later, he was honored with a PhD in Educational Leadership by the same university. By the grace of God, Bishop Wandamba is the President of Potter’s House Bible college and also he is the Chancellor of Tanzania International University. Currently he is an Assistant Director of Strategic Impact Sub-Sahara Africa reaching out and touching lives across the region. God has been using Dr. Israel Wandamba to lead a team of leaders conducting Leadership Thrusts and launching Schools of MultiplyingChurch Planters throughout Tanzania and extending into Burundi and the Democratic Republic of Congo. His passion is to see the all African continent coming to the saving knowledge of our Lord and savior Jesus Christ. Presently the Lord has blessed him and his wife with six children.
